In 2016, the district initiated renovation projects for old neighborhoods covering 3,975 households totaling 232,400 square meters. Hidden danger was removed from 150,000-square-meter old houses. Altogether 1,236 families benefited from subsidies for affordable housing with 2,018 households of applicants and 25 households were offered affordable houses with relatively low rents. The district also started the construction of resettlement housing totaling 216,200 square meters with 479,800 square meters completed in 2016. Minhang also started building 564,300 square meters of guarantee housing of big communities with 185,500 square meters of them completed.
The district’s per capita urban disposable income in 2016 was 55,851 yuan, up 9.7% from the previous year.
By the end of 2016, the district’s balance of personal deposits reached 18.98 billion yuan, an 8.4% gain over the previous year.

100 million yuan
In 2016, the district offered 32,894 new jobs. The number of registered unemployed was 12,749 while 41,200 employees were organized to take part in professional training courses. A total of 3,300 High-skilled talents, including senior skilled workers, technicians and senior technicians, received training. The 710 business start-ups, including 430 university students under 35, created job opportunities for 3,261 people. The district also helped 768 people below 35 years old who have been unemployed for a long time in securing jobs. The district held 479 job fairs, recommending 13,977 people to be employed.

By the end of 2016, 679,700 people had participated in the social insurance scheme. In addition, 30,300 were individuals and freelancers. A total of 160,000 people received retirement pension. A total of 9,000 residents paid for urban and rural residents insurance, and 17,000 people received pension from the insurance. The basic insurance pension rose to 750 yuan from 660 yuan per capita per month. The district’s total medical insurance budget was 2.03 billion yuan, 398 million yuan higher than last year. The medical insurance program benefited 870,000 people. Last year, 320,000 people bought residential medical insurance, and 29,000 residents participated in the mutual help insurance program.
Welfare and Relief
By the end of 2016, 9,849 residents received urban relief fund and 692 received rural relief fund. The district distributed 96.72 million yuan in life assistance subsidy and 31.92 million yuan in specialized poverty-support fund. To cater to the needs of 41,519 residents who had assisted in projects in other provinces and had returned to Shanghai after retirement, 110.54 million yuan in subsidy was used.
