When making investigation in the District Grid Management Center, Zhu Zhisong emphasized that everyone must concentrate efforts on grid management. A safe, clean and orderly city is based on good management. The precise, detailed management of the city should be combined with the objectives of Minhang District for constructing an ecological, livable and modern district; combined with Minhang District’s new round of planning for constructing National Civilized District; combined with the construction for “beautiful streets”, “beautiful homeland” and “beautiful village”; combined with the priority of works deployed by Shanghai Municipal Party Committee and Shanghai Municipal Government.
Zhu Zhisong also said that on January 31, Shanghai held a conference for deploying a three year’s action plan of delicacy urban management, and the conference specified that urban management should be “full-coverage, overall process and around the clock” and “legalized, socialized, intelligent and standardized”. In early February, Minhang District has made a program for implementing this three year’s action plan of delicacy urban management and specified tasks for the action plan in 2018. Currently, the priority of delicacy urban management in Minhang District should shift from key fields, key areas and key departments to “full-coverage, overall process and around the clock”; shift from focusing on the quantity of complaints being accepted to the quality of cases being handled; shift from solving difficult problems and addressing deficiency to consolidating foundation and enhancing ability; shift from handling individual cases to making common standards.
Zhu Zhisong emphasized that the government should not ignore any complaint from the people. Every complaint from the people should be handled in time and effectively, and in this way, the people’s satisfaction would be enhanced. It is necessary to lay solid foundation for urban management. As long as a solid foundation is laid, routine administration could be formed, and the government’s ability of urban management would be enhanced fundamentally.
Government Officials Get to Know Complaints from the People on Every Thursday: Safeguard the People’s Legitimate Rights and Interests
On the same day, Ni Yaoming, Deputy Chief of the CPC Minhang District Committee and Governor of Minhang District, paid a visit to the District Complaints Office. He sent greetings to staffs working at the reception desk and learned about what complaints and questions that people have to the government.
Ni Yaoming earnestly listened to cadre’s reports on complaints from the people. He appointed accountability units for solving people’s problems, specified measures and deadlines for solving problems, and fully showed the district government official’s concern for the people. Our reporter has learned that every Thursday, district officials will listen to people’s complaints in the District Complaints Office, and this has become a routine for the government. This approach would establish closer relations between the Party and the people, establish smooth channels for the people to file complaints, handle complaints from the people on time, adhere to demand-oriented, problem-oriented and effect-oriented principles while safeguarding people’s legitimate rights and interests, know about the people’s needs, listen to the people’s requests, solve problems and contradictions during the process of investigation, so as to promote healthy social and economic development of Minhang District, and contribute efforts to Shanghai to become the leader of reform and opening-up and pioneer of innovation and development.
